144.1. Apologies for Absence: To receive and accept apologies for absence. (Chair)
144.2. Declarations of Interest: to receive declarations of interest
144.3. Minutes:
a) To approve the minutes of the meeting held on Monday 21st October 2024.
b) To receive reports on any further matters arising from the decisions of the last meetings.
144.4. Planning
a) To agree/report responses to the following Applications:
i) 24/04044/FUL. The Soap Bar And Café, Upper Bristol Road. Installation of dormer to create second floor and erection of stairwell extension.
ii) 24/03274/FUL Parcel 3256, Clutton Hill. Change of use of land from agricultural to equine use. Creation of new gated entrance on Clutton Hill with track leading to top field with 2no. posts, rail boundary fencing and hedging. Erection of 8no. wooden stables, arena, placement of 2no. ISO containers, with a tent cover between for storage. Stationing of static caravan, buried water treatment tank, buried rain harvest tank, disabled toilet, changing room, and drying room. Hard standing area for horse boxes/trailer, parking, open storage & loading.
b) To report B&NES decisions for the following Applications:
i) 24/03813/TPO: Parcel 7527, Greensbrook, T1-English Oak, Reduce canopy by up to 4ms on lowest limbs and 2ms to upper canopy to increase stability and distance from buildings. APPLICATION WITHDRAWN
c) To review site assessments for the local plan.
d) To confirm that new gate between Station Park and new development been created.
144.5. Finance, Legal, HR & Admin
a) To approve the monthly finance report and payments for November.
b) To consider candidates for co-option onto the Parish Council.
c) To consider consultation on enabling remote attendance and proxy voting at local authority meetings.
d) To review the membership & operation of working groups.
e) To review the first draft of the budget 2025-26
144.6. Parks, Open Spaces and Environment
a) To prepare a business plan for the Community Asset Transfer of the Village Green & Burchill Close Play Area.
b) To arrange repair of Unimini Hally Toddler Slide, and arrange for review of other maintenance needed for the Play Area.
144.7. Highways, Rights of Way & Infrastructure
a) To approve expenditure for work clothes for Village Operative
b) To approve expenditure to repair Street Light C3 on Lower Bristol Road.
c) To agree the Task List for the Village Operative.
144.8. Community engagement
a) To approve expenditure for Christmas Trees.
b) To agree Parish Council entry into the Christmas Tree Festival.
c) To consider offer from Ward Councillor to provide Bleed Kits for the defibrillators
