Parish Council Meeting -Monday 21st March

The MONTHLY MEETING OF CLUTTON PARISH COUNCIL will be held on MONDAY 21st March 2022 at 7.30pm at Clutton Village Hall. Press and Public are invited to attend.

116.1. Apologies for Absence: To receive and accept apologies for absence and declarations of interest.(Chair)

116.2. Declarations of Interest: to receive declarations of interest

116.3. Minutes:
a) To approve the minutes of the meeting held on Monday 21st February 2022
b) To receive reports on any further matters arising from the decisions of the last meeting.

116.4. Planning
a) To agree/report responses to the following Applications: None
b) To report B&NES decisions for the following Applications:
i. 21/01869/FUL: Country Butchers Lower Bristol Road Clutton Bristol Bath And North East Somerset Description of Proposal: Change of use and extension of the former butcher’s shop (Use Class A1) to dwelling house (Use Class C3) PERMIT
c) to receive report of Parish Council virtual briefing: the B&NES New Local Plan

116.5. Finance, Legal, HR & Admin
a) To approve the monthly finance report and payments for March.
b) To approve increase to Village Operative Paypoint effective immediately and backdated to 1st April 2021 in accordance with the NJC pay agreement for SCP 1
c) To approve increase in Village Operative SCP level to SCP 2 effective from 1st April 2022.
d) To approve increase to Clerks Paypoint effective immediately and backdated to 1st April 2021 in accordance with the NJC Pay Agreement for SCP 26.
e) To approve increase in Clerks SCP level to SCP 27 within LC2(24-28) Substantive benchmark range effective from 1st April 2022.
f) To consider submitting old paperwork to the National Archives.
g) To approve the co-option of Steve Brimble onto the Parish Council
h) To agree how to organise the Annual Parish Meeting in April.

116.6. Parks, Open Spaces and Environment
a) To approve expenditure to remove fallen tree in Station Park.
b) To receive an update from the Station Park Committee.
c) To resolve to assess the Parish Councils Direct Carbon Impacts

116.7. Highways, Rights of Way & Infrastructure
a) To request a new children warning sign at the bottom of Clutton Hill.
b) To agree the Task List for the Village Operative.

116.8. Community Engagement.
a) To receive an update and approve expenditure for Queens Platinum Jubilee.
b) To agree arrangements and expenditure for commemorative tree for Queens Platinum Jubilee

116.9. Correspondence since the last meeting:
a) Resident: Duke of Edinburgh Litter picking
b) B&NES: Consultation on locations for new moving traffic enforcement powers.

116.10. To receive a report from the Ward Councillor.

116.11. To receive items put forward for discussion at the next meeting on Monday 18th April
