The MONTHLY MEETING OF CLUTTON PARISH COUNCIL will be held on MONDAY 21st November 2022 at 7.30pm at Clutton Village Hall. Press and Public are invited to attend.

122.1. Apologies for Absence: To receive and accept apologies for absence.(Chair)

122.2. Declarations of Interest: to receive declarations of interest

122.3. Minutes:
a) To approve the minutes of the meeting held on Monday 17th October 2022
b) To receive reports on any further matters arising from the decisions of the last meeting.

122.4. Planning
a) To agree/report responses to the following Applications:
i. 22/03565/OUT: Parcel 2320, Temple Inn Lane, Temple Cloud: Outline planning application with all matters reserved except for access for a development of up to 65 dwellings (Use Class C3), green infrastructure, public open space, drainage works, and other associated infrastructure works.

b) To report B&NES decisions for the following Applications:
i. 22/01226/FUL: The White Cottage, Greensbrook: Erection of two storey side extension following demolition of existing single storey side extension. PERMIT
ii. 22/02098/FUL: Parcel 0018, Northend Lane: Installation of internal farm access track: PERMIT

122.5. Finance, Legal, HR & Admin(Cllr Neil Skinner)
a) To approve the monthly finance report and payments for November
b) To note the national pay settlement for Parish Council employees.
c) To review 2023-2024 budget Draft 1
d) To consider grant application from the Clutton baby & toddler Group for £780 towards hall hire.
e) To consider grant application from Clutton with Cameley PCC for£250 towards the Clutton Larder project.
f) To consider grant application for 2023-24 financial year from Dial A Ride, for £130.
g) To review the Clutton Resilience Plan Draft 1.
h) To agree response to the consultation on the constituency boundary review.

122.6. Parks, Open Spaces and Environment(Cllr Rosemary Naish)
a) To approve expenditure of £250 for a new grit bin on Valley view (and grit), to offer short term winter solution to the spring water running down the path by the playing fields.
b) To approve future maintenance expenditure on the Queens Oak which has now been planted.
c) To approve installation costs for the defibrillator cabinets and to agree what to do with the original defibrillator

122.7. Highways, Rights of Way & Infrastructure (Cllr Tony Parfitt)
a) To approve expenditure to correct error on Clutton Millennium Stones.
b) To approve expenditure and operating procedure for Speed Indicator Device
c) To agree the Task List for the Village Operative.

122.8. Community Engagement (Cllrs Jenny Bush & Anne Stone)
a) To approve expenditure to have the index for the Tithe Map printed & framed to be erected in the Village Hall.
b) To receive a report on the Clutton Community on display event.

122.9. Correspondence since the last meeting:
