120.3. Minutes:
a) To approve the minutes of the meeting held on Monday 18th July 2022
b) To receive reports on any further matters arising from the decisions of the last meeting.
120.4. Planning
a) To agree/report responses to the following Applications: None
b) To report B&NES decisions for the following Applications:
i. 22/0406/FUL: 2 Rogers Close. Demolition of existing single storey side extension to be replaced with proposed two storey side extension. Demolition of existing single storey porch to be replaced with a new single storey porch. The proposed porch falls within permitted development criteria. Proposed single storey detached garage. PERMIT
ii. 22/01524/FUL: Tynemore Farmhouse Stowey Road. Erection of a detached garage with home office over. Erection of a timber framed stable building. Erection of new walled and gated entrance. PERMIT
c) To agree response to public consultation on the Local Plan Partial Update
d) To receive an update on the Liveable neighbourhoods proposals in Neighbouring Parish
120.5. Finance, Legal, HR & Admin(Cllr Neil Skinner)
a) To approve the monthly finance report and payments for September
b) To consider the option to opt out of the SAAA central external auditor appointment arrangements.
c) To approve expenditure of £15 towards the room hire costs for the Big Choices on Buses Consultation.
d) To approve grant request for £200 from Clutton With Cameley PCC towards costs associated with hosting a coffee morning and Outdoor Carol Service.
e) To agree response to the Parish Council Bus Survey.
120.6. Parks, Open Spaces and Environment
a) To appoint a Lead Councillor for the Portfolio.
b) To approve expenditure of £75 for prize vouchers and engraving
c) To approve expenditure of £250 to be used in the community garden for replacement posts, postcrete, new wire & Tensions.
d) To approve expenditure of £50 for woodchip to be used in the community garden.
e) To approve a grant application to National Lottery Awards for All to pay for a new playground surface in the playpark.
f) To approve the expenditure of £600 to purchase an English oak tree to commemorate the Platinum Jubilee of Her Majesty Queen Elizabeth II, to be planted this autumn, with the kind permission of the Withers family, in the field adjoining the parish council car park.
120.7. Highways, Rights of Way & Infrastructure (Cllr Tony Parfitt)
a) To resolve to take advise on provision, siting and purchase of life saving equipment for the village, arrange an evening training session on live saving procedures.
b) To agree the Task List for the Village Operative.
120.8. Community Engagement.
a) To approve costs associated with the organisation of a Community Awareness day on the 19th November in the Village hall, to raise awareness in the parish of local clubs and associations, organisations that can offer help to residents, the Neighbourhood Plan and local craftsmen and traders who can offer services to all residents. To include room hire, 800 leaflets, refreshments and display costs.
b) To resolve to appoint a working group of councillors and non councillors to plan Clutton’s celebration of the coronation of King Charles III,
c) To approve expenditure of upto £500 to purchase 700 packets of red, white, & blue seeds to distribute to residents. To include envelopes & instructions.
